Simon has a Bachelor's and Master's degree in Economics from the University of Cambridge, England, and has over twenty years' experience in Information Technology, including software development, management, and infrastructure roles. Mr. Oliver's previous private sector experience includes founding innovative eCommerce and data security consultancies on two continents, as well as being technical lead on the award-winning fedex.com web site, and eCommerce Director and Data Security Officer at a $1.5bn publicly-traded healthcare company.

Mr. Oliver has certifications in the management and engineering of data security, and also served as chair of the Security Management certification advisory board for SANS. He is a co-author of The HTML 4.01 Programmers Reference Guide, and has been a technical reviewer for several other technology books. At the Bureau, Mr. Oliver works primarily as part of the Applied Information Technology Center, advising public and private sector organizations on IT governance, cost-control, and data architecture issues.
